Question 1: Why does your link require logging into a Passport account in order to view the Knowledge Base article? The article itself still just announces the existence of the hotfix without letting the victim download it. As for obtaining the hotfix itself, I've read rumours (including in the cited article) that Microsoft sometimes allows victims to get known hotfixes without paying fees, but even if that's true it's only true for some countries. Even the time I phoned Microsoft and said I wanted to list the Knowledge Base article numbers for which I wanted to download hotfixes, they wouldn't even let me state the article numbers unless I paid a support fee first.
